1. Strategic Consultations form the basis of the Church Empowerment process. Each church is different, so meeting with the Senior Leadership to discuss their vision and how their ministry is going and to identify any areas that may need to be addressed is essential.

2. After the initial consultation a basic plan is drafted which includes a number of initiatives designed to address these issues. Because Church Mobilization is a process, it is imperative to link each step with previous activities.

3. The main focus of the plan is to empower the church to reach out to those in the community.  To empower effectively may require introducing training and mentoring throughout the process. The training should be outcomes based, so that it truly empowers people to help others.

4. A Church Empowerment Plan is then implemented over a 12 -24 month period and includes regular Church Consultations, Leadership Resources, Topical Seminars, Practical Workshops, Specific Tools, etc.
